The Program Officer is responsible

for evaluating and providing moderate to complex planning, development and

implementation of training programs to meet client needs under general

direction. Responsible for user acceptance testing and implementation support

for our Mortgage Division. This role will work on moderately complex technical training

related to sales, customer service, compliance, systems, process, workflow, and

products. Additionally, developing and maintaining close relationships with Business

Partners to identify new training opportunities for the organization.

EssentialJob Functions

  • Participates in needs analysis studies to determine training needsfor employee groups, special projects and bank wide initiatives.

  • Conferswith manager and business partners to gain knowledge of specific worksituations to better understand the training requirements due to changes inpolicies, procedures, regulations, and technologies.

  • Engages with Subject Matter Experts, Training Manager and/orTraining Consultant to develop training content outlines, content scenarios,examples and evaluation testing.

  • Develops training project plans and/or oversees the inclusion ofthe training task lines into an existing project plan working closely withraining Consultant and/or Project Manager.

  • Effectively communicates timelines and training requirements tobusiness partners and management team. Meets with primary businesspartners to ensure the status of deliverable time frames as well as identifyand communicate any development obstacles.

  • Creates course content, lesson plans, audio/visual aids, testcriteria, user guides, handouts, learning aids, resource materials, andevaluation processes. Creates online and classroom training usinginstructional design methodology and incorporating adult learning behaviors.

  • Facilitates a variety of training topics with ability to engagethe learning objective is achieved. Possesses excellent presentation skills;able to present articulately and confidently under all circumstances.

  • Maintains a variety physical and electronic files and/or records(e.g. training procedure manuals, guides, course materials, handouts/visuals,training records required reports, etc.) for the purpose of providingup-to-date reference and complying with regulatory requirements and establishedguidelines.

  • Maintains contacts in organizational development and trainingassociations to keep abreast of new training and development techniques andtechnologies.

  • Identifies changes in procedures, policies and systems that impactexisting training materials or resource information and updates materialsaccordingly.

  • Participates in bank wide projects to represent the interests andperspective of training programs.


Required Experience

  • High School/GED required; Bachelor’s Degree preferred

  • Requires a minimum of 5 years' experience of training experience in creating training material and facilitating new hire training classes

  • Requires work experience within the Mortgage Sales industry

Preferred Experience

  • Three years of home equity/mortgage sales training experience

  • Knowledge of Mortgage Cadence (ELC) is a plus

Administrative/Technical Skills/ Other Information

  • Advance knowledge of the mortgage sales, processing, closing and underwriting processes

  • Advance knowledge of the principles of learning, training methods and techniques of adult education

  • Advance knowledge of group dynamics and human behavior

  • Knowledge of basic mortgage banking terminology and concepts

  • Knowledge of federal regulations, policy versus regulations, mortgage banking products, mortgage bank policies and operating practices relevant to core skill areas

  • Technical writing ability

  • System testing experience
